Fix NoMa elevators so they are synced correctly

Both go up at the same time and down at the same time. That's not as it should be. Also, when both are going down, the down button won't even light up when pushed until both elevators are at the bottom. It seems like unnecessary wear and tear to have both elevators running up and down at the same time, and WMATA can not afford unnecessary wear and tear. Should be a simple fix because all elevator systems have the ability built into them to alternate trips.

I'm just shocked that WMATA has not fixed this problem sooner. It's been a problem since NoMa opened.

This is a good idea, but it's essentially a repair order because what you describe is simply a badly build system--if you are correct. Fixing this should not require a jury to evaluate.
